Article 23

If you import goods from a non-EU country, you must pay VAT. You normally do this when clearing Customs. You deduct this VAT as input tax in your VAT return, if you are entitled to reclaim VAT. You can also declare the import VAT on your VAT return. You must then request an Article 23 permit from your tax office, so you will not be required to pay VAT at Customs. Instead, you declare the VAT in your VAT return.
